Let's take, say, masks as an example for the second part of the question. They've become pretty standard these days, and I personally would qualify that as a must for everyone in the school. Still, it seems unlikely to me that students, especially younger ones, will actually wear their masks all day (and wear them properly, at that). So will re-opening measures really help keep everyone safe if they aren't necessarily upheld?
