When were e-cigs first invented and for whom and what purpose were they originally intended for? How has this changed since?

I think that e-cigarettes were meant to have smokers stop cigarettes, but it has created a new group of people to get addicted to nicotine. To put it into perspective, CDC performed a survey that revealed that
NIH was very concerned with the rapid increase of teenagers using a device that is continuously modernizing as it makes it hard for institutions like CDC and NIH to truly determine the health impacts of the products. This has also caused the FDA to quickly call for stronger regulations on the amount of nicotine in each pod of e-cigarettes.
The e-cigarette as we know it was invented in the early 2000s by a Chinese Pharmacist. The e-cig was invented as a means for smokers to stop smoking traditional cigarettes and transition to a "safer" alternative. E-cigarettes are now frequently used recreationally, especially among teenagers. The high levels of nicotine in this product and the low levels of regulation for the fairly new product are definitely a cause for concern in teens and young adults who have never smoked before.
E-cigarettes were actually patented in the United States in 1967 as a way to avoid the harmful effects of smoking. At that point, consequences of smoking were not fully recognized by the public, and e-cigarettes would not be a truly marketable product until the early 2000s. It wouldn't be until 2007 that the American commercial system began selling e-cigarettes on a large scale. In my knowledge of their usage today, they've been used more due to fashion than due to health.
