Not sure if this is relevant, but reusable e-cigarettes can often be found in specific smoke shops or resellers (?), whereas cigarettes can be found in corner stores and gas stations – to this point, an argument can be made about accessibility or exclusivity. There's also a difference between the carcinogens in cigarettes and e-cigs. E-cigarettes contain formaldehyde, while cigarettes contain tobacco smoke. Both can cause lung cancer.

Burning cigarettes release noxious fumes such as hydrogen cyanide and carbon monoxide that often contain tar (which has carcinogens!). Because e-cigs don't release these toxic fumes, they are often seen to be a better alternative to regular cigarettes.
An E-cigarette is an electronic device that works by heating a liquid which produces a vapour that the person inhales. While an e-cigarette doesn't contain nicotine or tar like a traditional cigarette, it does produce other toxic chemicals.
